- What was the value of spend on temporary staff from recruitment agencies by the council from April 2023 to June 2024?
1a. Please ensur that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor). Please ensure that all figures are provided separately by year.
- If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following.
2a. How was the contract to manage/provide the supply of agency/temporary staff let?
2b. Who was the contract to manage/provide the supply of agency/temporary staff let to?
2c. When did the contract to manage/provide the supply of temporary/agency staff commence, how long does it run for and what is the end date?

If you don’t have a managed service provider (MSP) in place for the provision of temporary recruitment agency staff, which recruitment agencies do you use, and what basis were they awarded?
Please can you provide details of the names of the decision-makers who ultimately decide which recruitment agencies your organisation uses.

We have now completed the search of our records and can provide you with the following information:
What was the value of spend on temporary staff from recruitment agencies by the council from April 2023 to June 2024?
Where you reference ''the council'' we are interpreting it as ''NHS National Services Scotland'' a body within NHS Scotland. The value of spend for temporary agency staff within NHS National Services Scotland (NSS) from April 2023 to June 2024 is £8,647,453.65
Please ensure that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor). Please ensure that all figures are provided separately by year.
Please find attached Appendix 1 – Temporary Agency Staff, for the spend broken down by month and recruitment agency including all associated costs from April 2023 to June 2024.

Under section 17 of the Freedom of Information Scotland Act, 2002 (FOISA) an organisation does not have to provide that information if it does not hold it. NSS does not have a Managed Service Provider (MSP) in place for the provision of temporary agency staff.

NSS uses the following Scottish Government frameworks to recruit agency staff in their respective categories:
- Interim Professional Staff Services Framework Ref: SP-22-001
- Interim IT Staff Services Framework Ref: SP-22-002
- Staff services – South region Ref: SP-22-003
- Temp administrative, catering and manual staff services – North region Ref: SP-22-004
