Response
We have now completed the search of our records and can provide you with the following information:
Under section 17 of the Freedom of Information Scotland Act (FOISA) 2002, an organisation does not have to provide that information if it does not hold it. NHS National Services Scotland (NSS) does not use any guidance when securing diabetes technology. However, NSS National Procurement (NP) are responsible for establishing a procurement framework agreement for NHSS Health Boards (HB) to purchase their diabetes technology from.
This follows our standard NP tender process where a Commodity Advisory Panel (CAP) is formed consisting of HB procurement, technical and clinical colleagues who collaborate with the NP team to agree specifications and subsequently review and evaluate the tender responses provided by the suppliers. The CAP then agrees which suppliers/devices will be awarded to the Procurement Framework Agreement and this forms the approved suppliers/devices catalogue which HBs then use to make their buying decisions. NP does not decide which devices from the catalogue will be offered to patients, this decision sits within the HBs. You may wish to contact the local HBs using the addresses for further information:
