I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.
Confidential Waste Destruction Contract
The details I require are:
- Has confidential waste been procured via tender or framework or another means?
- If a framework, could you confirm the name of the framework please?
- Actual contract values of each framework/contract (& any sub lots)
- Start date & duration of contract
- Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
- Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
- Who is the procurement officer responsible for this contract and could you provide their email address and phone number please?
- Do you have a generic email address for your procurement department, for example procurement@organisation.com, if so could you confirm this?
- Who is the senior officer (outside of procurement) responsible for this contract and could you provide their email address and phone number please?
- Who is the current supplier?
- If your current supplier is a Facilities Management/Waste/Cleaning Company, which sub-contractor services your organisation? E.g., which company's staff actually collect your confidential waste?

I refer to your freedom of information request that we received on 12 November 2023. I can advise you that we have now completed the search of our records and can provide you with the following information:

Has confidential waste been procured via tender or framework or another means?
I can confirm that confidential waste is included within NP803/16 as an optional waste bundle for NHS Scotland Health Boards to procure from.
If a framework, could you confirm the name of the framework please?
The name of the framework is NP803/16 - Recyclates and General Waste Management
Actual contract values of each framework/contract (& any sub lots)
The total contract value is circa £4m per annum across all waste bundles. Confidential waste spend for financial year 2022/23 is circa £32,137.
Start date & duration of contract.
The framework commenced on 01 October 2016 for four years.
Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
There is no extension option within the framework. The framework has been extended four times outwith Find a Tender Service (FTS) due to the COVID-19 pandemic.
Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
The new framework will commence on 01 April 2024.

Please note that each NHS Scotland Health Board dedicated Waste Management Officer (WMO) is responsible for the waste contract, see attached Appendix 1 – Waste Management Officers for contact details.
Who is the current supplier?
There are currently two suppliers covering NHS Scotland Health Boards awarded under the framework for confidential waste:
Northern Recycling Solutions - NHS Highland - North and West, NHS Highland - Argyll and Bute.
Specialist Waste Recycling Limited - NHS Borders, NHS Dumfries and Galloway, NHS Lothian and the State Hospitals Board for Scotland, Scotland-wide Special Participating Authorities.
If your current supplier is a Facilities Management/Waste/Cleaning Company, which sub-contractor services your organisation? E.g., which company's staff actually collect your confidential waste?
Under Section 17 of the Freedom of Information Scotland Act, 2002 (FOISA) an organisation does not have to provide the requested information if it does not hold that information. NHS National Services Scotland (NSS) does not hold this information. NHS Scotland Health Board Waste Management Officers (WMO) may be able to provide this information, see attached Appendix 1 – Waste Management Officers.
