Response

I refer to your freedom of information request that we received on 19 July 2022 requesting the following information.

''1 The Scottish Government, via HINCYP Local Records of Deaf Children, collects data on the prevalence of deaf children by health board, total diagnosis by health board, distribution of deafness by health board, type of hearing loss by health board, degree of deafness by health board, age group of hearing loss by health board, bilateral and unilateral hearing loss by health board.

I would like these HINCYP reports from all health boards since data was collected.''

I can advise you that we have now completed the search of our records and can provide you with the following information.

Under Section 17 of the Freedom of Information Scotland Act (FOISA) an organisation does not require to provide information if it does not hold that information. NHS National Services Scotland (NSS) does not hold the information as requested on the total diagnosis by health board, distribution of deafness by health board, type of hearing loss by health board, degree of deafness by health board, age group of hearing loss by health board, and bilateral and unilateral hearing loss by health board.

I can advise you that data was submitted to HINCYP by each health board regarding the data sets your request encompasses. This data is known to be incomplete and does not consistently identify the totals for diagnoses, type of hearing loss, degree of deafness, or as a consequence the derived data of age group at hearing loss. On the basis of providing data that may be helpful we have provided the source data we hold that was submitted to HINCYP. Since this data is known to incomplete it would not be valid to present this as comparative between health boards.

Based on the data we hold being incomplete, it is important to note that the attached reports are considered draft as derived from that same data. Where the number of patients are fewer than 5, the detail has been redacted under Section 38 (1) (b) of FOISA to ensure no patient identifiable information is released in line with Caldicott Principles.

We have attached appendices 1 to 4, which are as follows:

  1. Appendix 1 – Source Data
  2. Appendix 2 – 2021-02-25 HINCYP LRDC_Redacted
  3. Appendix 3 – 2021-05-07 HINCYP LRDC_Redacted
  4. Appendix 4 – 2021-10-12 HINCYP LRDC_Redacted

I would advise you to contact each individual Health Board who may hold the accurate data and reports requested.
