I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

Continence Pads & Garments

The details we require are:

  • Suppliers who applied for inclusion on the previous framework/contract and were successful & not successful at the PQQ / ITT stage.
  • Actual spend on the current framework, from the start of the framework to the current date.
  • Have any extension clauses in the current framework/contract(s) been triggered, and if so, the duration of the extension?
  • Start date & duration of the new framework?

Suppliers who applied for inclusion on the previous framework/contract and were successful & not successful at the PQQ / ITT stages.

Bids received from Abena UK Limited, Essity UK Ltd, Ontex Healthcare & PAUL HARTMANN Ltd. Under Section 25 of the Freedom of Information Scotland Act 2002, we are exempt from supplying you with the requested information, as this information is already publicly available.

Actual spend on the current framework, from the start of the framework to the current date.

Under Section 17 of the Freedom of Information Scotland Act 2002, an organisation does not require to provide information if it does not hold that information. NHS National Services Scotland does not hold this information. We have searched our records and do not have access to this historical information for details going back to 31.03.2016, however we have checked with the supplier and can confirm actual spend on the framework is £70,813,649.79 over the period 31.03.2016 - 30.06.2022.

Have any extension clauses in the current framework/contract(s) been triggered, and if so, the duration of the extension?

Yes, 2 have been utilised. Extensions that have been utilised are 31.03.2020 until 30.03.2022 & 31.03.22 until 31.03.2023.

Start date & duration of the new framework?

Under Section 17 of the Freedom of Information Scotland Act 2002, an organisation does not require to provide information if it does not hold that information. NHS National Services Scotland does not hold this information however the new framework is proposed to start 01.04.2023, subject to change. The duration of the framework is yet to be decided but would project as minimum 4 years plus optional 24-month extension.
